When the rain rolls in or night time sets, in many places you'll need to hang the bikes until the next morning or until rush hour is passed. Not in cycling Singapore at the East Coast.
Wet roads don't need to dampen your spinning spirit at the Singapore East Coast Park. Because of dedicated cycling paths with no cars, and because of road surface quality, you can continue cycling at a competitive pace. And yes, even using a road bike!
Rain doesn't need to stop you when cycling the East Coast Park. You can go with a lightweight Gore Tex jacket and shoes and stay dry inside while the rain pours. I've also tried biking in normal cycling attire and get drenched! And this is also okay since the rains don't stay for long in Singapore, and you can get wind dry quickly. A mountain bike is safer with greater wheel traction. But I've also biked long distances at full speed using a road bike because the road surface allows it. So you can do this, but just be careful and extra alert.
You can bike the Singapore East Coast Park in rainproof gear, or just enjoy getting drenched in the rain. Just stay safe and alert, and you can actually keep biking.
The rain gives a different hue and character to the biking places. So don't let a little rain stop you and keep you indoors.
Night time is also often a time to stop biking. And specially where rush hour traffic can get in the way. But in Singapore if you can ride to a bike connector that goes to the East Coast Park, then you're all clear.

Night time biking is special in Singapore. The bright city lights keep the paths well lit. And safety in Singapore means you can go out all times of the night. I've even gone out at 12 midnight and cycled until past 1AM. And my wife who doesn't like biking under the sun, appreciates night cycling best. And it's not just that there are sufficient park lights, night time also means you get the benefit of seeing the beautiful city lights.

And yes, from the East Coast Park you can bike all the way to Gardens by the Bay East, the Marina Barrage, and Gardens by the Bay. On the way to the Barrage, you can see the picturesque Marina Bay Sands and the Art Science Museum.
